Pulling Together: Clallam COVID-19 Response and Recovery Fund

As an organization dedicated to the well-being of our community, United Way is closely watching the developments surrounding the spread of COVID-19. We are working with our many community partners and have established a fund, the Clallam COVID-19 Response Fund, to help minimize the impact of the outbreak.  $100,000 has been added to this fund already and with your help, we will use your donations to support non-profits who are focused on health and human service needs in our community.

United Way of Clallam County is well-positioned for this sort of rapid response, with volunteer-led groups focused on identifying needs year-round, coupled with staff expertise, we will be able to work with direct-service providers and get the dollars where they’re needed most. Depending on need, the Clallam COVID-19 Response Fund will support non-profits in a variety of ways including but not limited to, scholarships for childcare, food for food banks and other places providing free meals, and support for keeping people employed at non-profits that are providing direct services. 

Our community is stronger when it is unified, and it is going to take all of us to mitigate the impacts and recover as a community. Your donation, of any amount, makes a difference and is vitally important because one gift to United Way can touch the lives of thousands of individuals and families.

This pandemic is a new challenge for us, but the community spirit required in response is not. Although social distancing separates us physically, we are still as connected to each other as ever. And we still have the power—as we did in days of old—to come together in hope and in generosity, to act when duty calls, to give with open hands and an open heart.

Any resident of the county who needs help during the COVID-19 pandemic may call any time, 24/7, to be connected with a live person for assistance. The new toll-free number is 833-492-0834. If you are isolating and staying home and need help getting food, please call. If you need assistance picking up prescription mediation from the pharmacy, please call. If you are lonely and don't know how to engage with others while isolating, please call. If you are experiencing depression or other distress, please call. If you are in need of child care, please call. (There may be a fee for some child care options, depending on your situation.)

Lifeline is an available program that can provide a discount to those who qualify for monthly telephone service, broadband Internet access service, or voice-broadband bundled service purchased from participating providers. They can also provide phones for low income individuals who need one.
 
TeleHealth Toolkit: Provides information & resources for Telehealth options. In order to limit exposure of healthcare professionals to coronavirus and help reduce the community spread of COVID-19 in the United Sates, the Centers for Disease Control and Prevention (CDC) has recommended alternatives to face-to-face interactions with doctors and clinic visits.

The federal Small Business Administration (SBA) may be able to provide assistance through the Economic Injury Disaster Loans program to businesses that have suffered substantial economic injury in an eligible disaster area. Congress approved up to $7 billion in low-interest disaster loans specifically to assist small businesses impacted by COVID-19. These loans can help small businesses meet financial obligations and cover operating expenses.  
 
The Washington State Department of Revenue (DOR) can work with impacted companies that request an extension on tax filing. The law grants the Department authority to extend the due date for excise tax returns. A business may request such an extension from the Department prior to the due date of the return, and, if granted, the business would be allowed to delay reporting and paying its tax liability. If a business needs an extension of more than 30 days, the law requires the Department to collect a deposit from the business. The amount of deposit required is based on the business’ reporting history and how many reporting periods are covered under the extension WAC 458-20-228 (13). Contact DOR at 360.705.6705
 
DOR may also waive penalties under limited circumstances if a business is late in paying its tax obligation. The law also grants the Department authority to provide a one-time, 24 month, late payment penalty waiver if the business has not owed a late payment penalty during the previous 24 months WAC 458-20-228 (9). DOR may also work with businesses that cannot file or pay their taxes on time if they are impacted by a declared state of emergency. When a state of emergency or disaster has been officially declared, affected businesses that owe Washington taxes may qualify for:
  • A filing extension for excise tax returns (without the limitations described above); and/or
  • A late payment penalty waiver request (without the limitations described above)
 
The state is working to compile a larger list of local bankers, financial associations, telecoms, utilities and major employers that may be able to provide relief, such as:
  • Deferred bills, waived fees, discounts, no-interest loans and other support.
  • Debt and late-penalty forgiveness for companies and workers in order to help keep people employed.
  • Favorable credit terms for firms that encounter cash flow problems.
The Washington State Employment Security Department (ESD) can provide support in the form of unemployment benefits. For employers that want to keep from losing highly-trained employees, these unemployment benefits can be received through, or while covered by, Shared Work, Partial Unemployment and Standby (which allow certain workers to collect unemployment while remaining with their employers and not actively seeking other jobs).
 
ESD’s Paid Family and Medical Leave program can provide paid leave benefits for Washington workers who need to take time off from work due to a serious health condition or to care for a family member with a serious health condition. Certification by a healthcare provider is required for applications for Paid Family and Medical Leave due to a serious health condition.
 
If COVID-19 disrupts a Washington business and causes a mass layoff or closure, ESD and its local workforce development board partners can respond with Rapid Response services and funding to help impacted workers get connected to unemployment benefits and re-employment services, including re-training, worker support services, and referrals to other social services.

Port Angeles School District: Free meals available to students. Families can pre-order meals on a weekly basis. Meals can be picked up at Port Angeles High School, Monday through Friday from 7:30 to 1pm; orders must be placed by noon the day prior. For more information visit the school district website.

Sequim School District: Free breakfast and lunch available to all students. Pick up meals for the week on Wednesdays. Meal pick up is from 11:00am-12:30pm-Greywolf Elementary & Sequim Middle School and 4:30pm-6:00pm-Drive thru at the Sequim Central Kitchen. Delivery also available on district bus routes. Quillayute Valley School District: Free meals for all students. Bus drivers will begin Breakfast drop off at their regular routes at 8:30 a.m. and Lunch drop off at their regular routes at 12:00 p.m. For more information visit the school district website.
